This isn't static typing - it's runtime validation of type annotations (the
support for annotations was added to Python 3, but no-one seems to be using
it; I wrote the validation code).

The background motivation is that the same annotations can help generate
Python classes from JSONand YAML data (which is what the Pytyp library does).
