ID Attributes in XML Documents

There's some weird shit going on with ID in XML.

Turns out that DOM3 documents only treat ID as ID on certain conditions -
http://www.w3.org/TR/2003/REC-xptr-framework-20030325/#term-sdi

The simplest is to provide a DTD.  Here's the relevant fragment:
  <!ELEMENT eltname (some,children)>
  <!ATTLIST eltname id ID #REQUIRED>

I'm not sure how this is related to this comment I sent to a colleague a
while back.  I guess the restriction only applies in the cases above?

  I'm not sure about this, but if you look at the xml:id recommendation
  at http://www.w3.org/TR/2005/REC-xml-id-20050909/ then it seems that id
  is going to be restricted to NCName defined at
  http://www.w3.org/TR/xml-names11/#NT-NCName and i think that means the
  same as an element name in xml - in other words, very little punctuation.
