The problem is inequality of power.  In the first case, the concern that
Yemeni women are not free to choose when they marry, whether they use
contraception, etc.

To solve this some people advocate that the "west" should intervene. 
Again, inequality of power is important: the west only has that option
because it is more powerful.  So there is a tension between the use of
power by one group of people (the west) to force other people (Yemeni
patriarchal structures) to reduce their power over others (Yemeni women).

Which ignores a third inequality of power: in the west itself those with
political and cultural (media) power tend to use issues like those
described above as justification for military intervention for their own
means (oil, water, whatever).

The end result is at least four different levels (western elite; western
"liberals"; eastern elite; eastern women).  Level 2 urges level 1 to screw
over level 3 in the name of level 4.  As a consequence, level 1 uses level
2 and 4 as an excuse to fuck everyone.
